Yes, Miner Library subscribes to BMJ Case Reports and holds an Institutional Fellowship that enables active University of Rochester Medical Center faculty, staff & students to submit manuscripts at no cost. When submitting a case be sure to use the Fellowship Code and your @urmc.rochester.edu email address.
